1930年2月1日创刊于青岛，1937年日本侵占青岛前夕停刊。社长王景西(国民党改组派)，总编辑杜宇、邱直清(国民党员)。是蒋介石、汪精卫合作时期的国民党青岛市党部机关报。当时蒋、汪两派斗争激烈，后来总编辑职位被蒋派的邱直清夺取。该报副刊比较进步，在知识分子中影响较大。1933年进步学生周浩然等秘密组织《汽笛》文艺社，主办《汽笛》副刊，发表抨击时政的短文，杜宇、姜宏(后参加共产党)是其编辑，半年后被迫停刊，姜宏被捕。1935年7月辟《避暑录话》周刊，发表老舍、洪深、王统照、吴伯箫、臧克家等著名作家的诗文。该报为日刊，对开3张，发行约两三千份。1930年共产党员陈迈千曾在该报工作，发展了印刷工人周菊宾入党。在周的影响下，抗战期间该报全体职工参加了抗日游击队，后来又全部转入胶东《大众报》工作，1939年12月10日在河南战役中大部分牺牲。
